RELASI PILAR KULTURAL-KOGNITIF BERBASIS MULTI-AKTOR DALAM PEMBENTUKAN KELEMBAGAAN PERANGKAT DAERAH (Studi Pembentukan Perangkat Daerah Daerah Kota Palopo)
Abstract
Kajian penelitian ini menempatkan keseimbangan kultur dan interpretasi dalam pengambilan keputusan pada pembentukan kelembagaan perangkat daerah melalui keterlibatan multi aktor. Ketidakseimbangan peran dan kapasitas serta dominasi para aktor struktural pemerintahan daerah secara inklusif akan membawa pendulum kultural-kognitif ke orientasi yang formalistis dan birokratis serta sarat dengan kepentingan. Pengabaian peran aktor-aktor yang berasal dari masyarakat berimplikasi pada minimnya daya dukung kultural yang integratif terhadap dimensi normatif dan regulatif yang rentan dengan gagasan dan interpretasi berbasis kepentingan aktor dominan. Metode yang digunakan dalam penelitian ini berbasis kualitatif dengan mengeksplorasi fenomena minimnya peran individu dan masyarakat dalam pembentukan perangkat daerah. Hasil penelitian ini menunjukkan dominannya peran aktor yang ada dalam struktur penyelenggara pemerintahan akan menghasilkan keputusan yang berorientasi pada pola budaya birokrasi dan gagasan yang pada gilirannya mengekploitasi pemaknaan terhadap norma dan regulasi. Norma dan regulasi yang dibentuk untuk mengarahkan tindakan dan perilaku dalam pembentukan perangkat daerah, yang pada akhirnya menjadi norma dan regulasi yang dapat dimodifikasi dan mengikuti kepentingan aktor dominan dan kultur birokratis dalam pengambilan keputusan.
